Name to be Submitted to City Council for Final Approval
(May 16, 2012) --- Today Mayor Pedro E. Segarra announced that Dr. Raul Pino, who has been serving as the Acting Director of Health & Human Services for the past 11 months, has been named the permanent Director.
"Dr. Pino has been a terrific addition to the department and to Connecticut's Capital City. He is thoughtful, detail-oriented and incredibly knowledgeable. I have had an opportunity to work with him as a Council member, Council President and now Mayor, and I have always been impressed with his command of information and data and how that information should be used to formulate comprehensive plans of action. I have asked him to focus most of his immediate energy on preparing recommendations to address the findings in the Health Needs Assessment that we released in March and recent trends that we have seen with a handful of serious communicable diseases that I find very troublesome," said Mayor Segarra.
"I am both thrilled and honored by this opportunity," said Dr. Pino, "Since 1995 I have dedicated myself to the City of Hartford and I am very much looking forward to working with Mayor Segarra, his Cabinet team and fellow department heads to noticeably change and improve overall conditions for our most vulnerable populations and those who work in and visit Hartford."
Dr. Raul Pino has served the City of Hartford since 2010 as Director and Acting Director of Health & Human Services, where he has managed the department's budget and overseen labor relations, public health preparedness, code enforcement and supervised the 25 member management team. Previously he was an epidemiologist for the Connecticut Department of Public Health's STD Unit and worked at the Institute for Community Research, Hispanic Health Council and Hartford Hospital. He is a member of the American Public Health Association and National Hispanic Science Network on Drug Abuse and graduated from the University of Havana with a Doctorate in Medicine and the UConn School of Medicine with an MA in Public Health.
Mayor Segarra will submit the selection of Dr. Pino to the Court of Common Council for consideration and approval at their May 29th meeting.
