HARTFORD, CONN. (January 31, 2018)– Today Mayor Luke Bronin announced he is appointing Ron Van Winkle to serve as Interim Chief Operating Officer and Cherese Chery to serve as the Director of Human Resources.  Van Winkle will start today, on January 31st, 2018 and Chery will start on March 1st, 2018.


“These are two outstanding leaders with extensive experience, and I’m proud to announce their appointments today,” said Mayor Bronin.


“These are two critical positions that enable the City’s ability to govern effectively.  I am excited that we have been able to recruit two accomplished public servants that will be able to hit the ground running on day one,” said City Council President Glendowlyn L.H. Thames.


Van Winkle most recently served as West Hartford’s Town Manager from 2008 through 2017 and before that he was the town’s Director of Community Services, beginning in 1987.  He also spent three years as an econometrician for Pratt & Whitney.  He served in the United States Army and holds a bachelor’s degree from the University of South Florida and a master’s degree in economic development from Northeastern University.


“Ron has more than three decades of experience in municipal government, and he is respected throughout the State of Connecticut as a strong leader and manager,” said Mayor Bronin.  “I have enjoyed getting to know and work with Ron in his prior role as Town Manager for West Hartford, and we are fortunate to have someone of his experience and caliber joining our senior team.”


Chery came to Hartford from Trinidad and Tobago with her family and attended Hartford Public Schools, graduating from Weaver High School.  She has been Chief Human Resources Officer at Norwalk Public Schools since 2016, and served in the same role at New London Public Schools between 2012 – 2016.  She also served as the Human Resources Director for the State Education Resource Center in Middletown, and between 2004 – 2008 she worked in human resources at Hartford Hospital.  She holds a bachelor’s degree from Fitchburg State University and a master’s degree in human resources and labor relations from the New York Institute of Technology.


“Cherese has nearly two decades of experience working in human resources, and over the last six years she’s been the Chief Human Resources Officer for the public school systems in Norwalk and New London,” said Mayor Bronin.  “She brings a wealth of experience in labor relations, recruitment, and performance management to the job, and on top of all of that, she’s a graduate of Weaver High School.  I am excited to welcome her back to Hartford to lead this important Department.”
