HARTFORD POLICE TO CONDUCT DUI ENFORCEMENT CHECKPOINT


(Hartford, CT.) – The Hartford Police Department Traffic Division will conduct a DUI Enforcement Checkpoint on Thursday, August 13, 2014, from 5:00 p.m. to 1:00 a.m., in the area of 175 New Britain Avenue.

This checkpoint is part of the Hartford Police Department's ongoing expanded DUI enforcement program supervised by the HPD's Traffic Division and funded through a grant from the State of Connecticut Department of Transportation DUI Enforcement Program.

Arrest Made in July 18, 2015 Homicide

On July 18, 2015, at 2:03am, Hartford Police Department Patrol Officers responded to 13 Elliott Street on several 911 reports of multiple gunshots fired in the area. On arrival, two male victims were located inside 13 Elliott Street suffering from gunshot wounds. Both victims were transported to Hartford Hospital via ambulance. One of the victims was pronounced deceased at 2:33am as a result of his injuries. The second victim was grazed in the head by gunfire and his injuries were determined to be non-life threatening. HPD Major Crimes Division detectives immediately responded and were assigned the investigation. During the course of their investigation a suspect was developed and positively identified as Raphael Concepcion (DOB 11/11/1980) and the homicide was determined to be narcotics related. As a result, an arrest warrant was drafted and submitted to the Hartford GA14 States Attorney's Office.

On August 10, 2015, the arrest warrant for Raphael Concepcion was signed and approved by a Superior Court Judge charging Concepcion with violating C.G.S. 53a-54a Murder, 53a-49/ 53a-54a Criminal Attempt Murder, and 53a-59 Assault First Degree. 

A short time after the arrest warrant was approved Concepcion was located and placed under arrest without incident by detectives from the Hartford Police Shooting Task Force, the HPD/U.S. Marshals Office Fugitive Task Force at 99 Bond Street in Hartford. Concepcion was transported to the Hartford Police Booking Facility where his warrant was served. Concepcion is a convicted felon with 17 previous arrests. Concepcion is expected to be arraigned on 8/11/2015 at 9:00 a.m. in Hartford Superior Court.

Arrested Suspect: Raphael Concepcion DOB 11/11/1980, LKA 23 Benton Street Hartford,CT.
Charges: Murder 53a-54a, Criminal Attempt Murder 53a-49/53a-54a, and Assault First Degree 53a-59.
Judge Set Bond of 3 million dollars cash or surety.

Gunshot Victim: Bruce Banks, 22 of Hartford, CT

Arrest Made for March 26, 2014 Shooting

On Monday, March 26, 2014, at 11:06pm, Hartford Police Department Patrol Officers and Shooting Task Force Investigators responded to 21 Orange Street for shots fired with two victims struck by gunfire. The two victims were transported to Hartford Hospital. Victim #1 was treated for non-life-threatening gunshot wounds to the left thigh and left ankle. Victim #2 was treated for non-life-threatening gunshot wounds to the stomach, left thigh and left foot. Numerous spent shell casings were located consisting of .22, .40 and .380 calibers. This serious assault with a firearm was assigned to the Shooting Task Force. During the execution of a search and seizure warrant conducted by the FBI Northern Connecticut Violent Crime Gang and the HPD, an HPD Detective seized a .22 caliber rifle from 2505 Main Street.

James Dudley was identified as the owner of the .22 caliber rifle, and was charged federally for firearm related charges. Ballistic testing conducted on the .22 caliber rifle seized, matched the .22 caliber shell casings recovered at the shooting scene. HPD Shooting Task Force Detectives developed further investigative information identifying Accused Dudley as one of the shooters. HPD Shooting Task Force Detectives prepared and submitted an arrest warrant to GA14, charging Accused Dudley with being a shooter in the serious assault with a firearm. On July 28th, 2015, the warrant was granted by a Judge at Hartford Superior Court GA14, with a cash only bond set at $150,000.

Accused Dudley is currently incarcerated at the New Haven Correctional Facility for Federal Firearms and Narcotic related charges. Accused Dudley will be habeas to GA14 for arraignment at his next federal court date.This investigation is active and additional arrests are expected.

Charges; Assault 1st Degree, Conspiracy to Commit Assault 1st Degree and Criminal Possession of a Firearm.
Victim #1; Hemingway, Rufus, 22, of Hartford, CT.
Victim #2; Jurado, Jacqueline, Female, 33, of Manchester, CT.
