Emergency Solutions Grant (ESG)


The application period for Fiscal Year 2019-2020 (FY2019-20) City of Hartford U.S. Housing and Urban Development (HUD) funding is open for submission starting January 7, 2019. Completed, signed applications will be due at the Office of Central Grants Administration, City Hall, 550 Main Street, Room 302, Hartford CT 06103, no later than 3:00PM on Wednesday, February 20, 2019. The Emergency Solutions Grants (ESG) program is designed to be the first step in a continuum of assistance to prevent homelessness and to enable homeless individuals and families to move toward independent living.

The Emergency Solutions Grants program was originally established by the Homeless Housing Act of 1986, in response to the growing issue of homelessness among men, women, and children in the United States. In 1987, the ESG program was incorporated into subtitle B of title IV of the Stewart B. McKinney - Vento Homeless Assistance Act (42 U.S.C. 11371-11378).

ESG is a formula-funded program that uses the Community Development Block Grant (CBDG) formula as the basis for allocating funds to eligible jurisdictions, which the City of Hartford provides grants to qualified agencies for:

  • Shelter operating expenses;

  • Essential services; and

  • Homeless prevention activities
