 About the Planning Division

The Planning Division utilizes best practices in urban design and economics and social impact tools to improve the built environment in Hartford. We use the local zoning regulations to moderate how land is used to protect our citizens’ health, safety, and welfare and to help the city achieve its community development goals. The City is divided into zoning districts and each zoning district has its own set of regulations. We work with Hartford’s citizens, leaders, developers, and stakeholders to enhance quality of life through the application of these regulations. We are also responsible for preparing Hartford’s Plan of Conservation and Development – the guiding document for Hartford’s growth and development over a ten-year period.

We actively work on various projects in our neighborhoods, often through grant-funded programs or initiatives. 

 

     Plan Review Process

Plan review is one of the essential functions of our department. It is often the first step in the development process, followed by applying for and receiving a Building Permit. Your planned development or new business may require site plan review, wetland review, historic review, special permits, zoning permits, or subdivision in conformance with the Hartford Zoning Regulations. Some applications are reviewed administratively; some must go before a commission; but it all starts here!

Planning Division Staff are available to accept inquires and application submittals from 8:30am-12:30pm, Monday through Friday at the Licenses & Inspection Counter - 260 Constitution Plaza, 1st Floor.

Application Fees vary based on application, Payments can be made by check, money order or credit card (Visa, Master Card or Discover).

ZONING COMPLIANCE/VERIFICATION LETTER REQUESTS

Zoning verification letters and Certificates of Nonconformance are handled by our Zoning Enforcement Officers.
