 All filing of applications will take place through our online portal or by appointment at Licensing and Inspection, 260 Constitution Plaza, 1st floor, between the hours of 9:00am and 12:00pm. There are no walk-in consults at 250 Constitution Plaza, 4th floor.  Appointments may be scheduled by calling (860) 757-9239 or (860) 757-9207.


Please be aware that effective Monday, August 6th, the City's fees for building permits and fines as well as fees for planning and zoning actions will be increased pursuant to action taken by the Hartford Court of Common Council on Monday, July 9th, 2018.

Building permits are issued by the Licenses & Inspection Division and is responsible for ensuring compliance with the Connecticut State Building Code. We inspect new construction and various improvments to existing structures as well as the maintenance or use of equipment and systems. Our staff is dedicated to ensuring the health and public safety of the citizens in the City of Hartford.

Applications are no longer accepted by mail.  Click here to learn more.  Permit applications can normally be approved at the L&I Counter as the time of filing.

PaymentsWe no longer accept cash.  The City of Hartford Division of Licenses and Inspections will ONLY accept payments by check, money order or credit card (Visa, Master Card or Discover).

We use a third-party application for online permitting.  The system requires Internet Explorer 11 with the latest version of Microsoft Silverlight.

Please use the IE11 browser to apply for permits.

Unless incomplete, applications can take up to 30 days for processing. (plan reviewers may need additional information, etc)
