Councilman Kenneth H. Kennedy, Jr. (D) was elected to office on November 6, 2001 and re-elected on November 4, 2003 receiving the most votes of any member of the City Council. Prior to election, Councilman Kennedy served on the Executive Committee of the Hartford Democratic Town Committee from March 1995 to March 2002. In 1999, he was appointed to a five (5) year term on both the Hartford Redevelopment Agency and the Hartford Economic Development Commission. He served as Vice Chairman of the Hartford Economic Development Commission until his election to the Hartford City Council in 2001. Councilman Kennedy continues his work on economic development on the Council's Economic Development Committee. He has studied the needs of small businesspeople, as well as those of large developers. He knows that viable economic development must occur at every level in Hartford if we are to significantly expand the tax base and create jobs for Hartford residents. Councilman Kennedy is the Chairman of the Council's Management and Budget Committee.

Councilman Kennedy is particularly committed to Hartford's youth. He currently serves on the Board of Directors of Hartford Children's Theater, an organization that provides performing arts classes, high quality theatre and educational programs in the theatrical arts for youth and families in our community. He also serves on the Board of Directors of the North End After School Program, a tutorial service for Hartford's youth. From 1995-1997 he served as a mentor to young people in the "Passing it On" mentor program at Martin Luther King School. Ken is also a football coach to the Hartford Wildcats in the Pop Warner Football League and has been a coach to the South End Seahawks and Rams teams in Hartford's Midget Football League. He continues his work with youth as a member of the Council's Education Committee. He strongly believes that quality education is a right of every child and that government should communicate more effectively with parents to bring about positive change in the education system.Councilman Kennedy's commitment to the people of Hartford has taken many forms. He has served on the Board of Directors of Connecticut Public Affairs Network (CT-N), an organization that provides access to our government by way of television and the internet so all citizens can be informed about the actions of their government. He has also served on the Board of Directors of Community Health Services, an organization that provides quality health care to all in our community.

One of Councilman Kennedy’s top concerns is public safety. Councilman Kennedy serves on the Council’s Public Safety and Quality of Life Committee and believes that the Police and Fire departments must have the necessary manpower and equipment to do their jobs effectively. In the future, Councilman Kennedy would like to see the Fire Department take over the ambulance service to serve the residents of Hartford better.

The oldest of the three (3) children, Councilman Kennedy was born on January 12, 1965 in Louisville, Kentucky. He is a graduate of the University of Missouri-Columbia (BA, 1987) majoring in Political Science, and the University of Kentucky College of Law (J.D, 1991). Councilman Kennedy is currently employed as an Assistant Attorney General for the State of Connecticut specializing in Worker’s Compensation Law. In August of 2000, the Hartford Business Journal recognized Councilman Kennedy as a rising young leader in its annual "Forty Under Forty" publication.

Councilman Kennedy is married to Monique Rowtham-Kennedy, also an attorney, and they have three (3) daughters: Taylor Joyce, Shannon Leigh, and Kendall Macey.
