Elected to his first term on City Council in 2011, David MacDonald previously served eight (8) years on the Hartford Board of Education and from February 2011 to January 2012 as its Chairman. David was a leader and strong advocate for the district's reform efforts during his tenure on the Board, helping to fulfill the promise of the district's first attempt at reform in the mid-1990's. David is also a 10 year member of the Hartford Democratic Town Committee representing the 6th Assembly District.
Mr. MacDonald currently works as the Clerk of the Energy and Technology Committee of the Connecticut General Assembly. David previously served for six years as the Director of Communications and Public Policy for the Connecticut Association for Community Action (CAFCA), the state association of Connecticut's twelve Community Action Agencies, since January 2001. Overseeing the development of all association communications, including newsletters, web sites, anti-poverty policy research and position papers, Mr. MacDonald also spearheaded the implementation of Results-Oriented Management and Accountability (ROMA) systems for Community Action Agencies in Connecticut. A nationally certified ROMA trainer, Mr. MacDonald has provided training to more than 450 Community Action staff persons in Connecticut and facilitated the development of the Connecticut Family Agency Community System (FACS) Outcomes Report. ROMA implementation has led to the Connecticut Community Action Network's new partnership with the CT Department of Social Services on the Human Services Infrastructure initiative, which is creating a more efficient and effective service delivery system that is focused on improving client outcomes.
Prior to working for CAFCA, Mr. MacDonald was Director of the Hartford Children First Initiative, an early childhood and parent involvement initiative, Co-Director of the Hartford Parent Network and was self-employed as the principal in NovoMac Enterprises, a small-business computer consulting and desktop publishing firm. A 23-year resident of Hartford, David became involved as a community activist advocating school reform in 1992.
